it is called a punch ball. around 2 dollars at dollar general.

Okay... I looked at the photos you've provided, and the one person is right it is homemade. I recongize the punch-ball ballon on the end of the tube, I've made the same thing. There is a lot of ways to go about it, and there are some excellent inflatable toys and such you may consider trying or using...
