There's been lately lots of spam accounts used to promote illegal sites and activities. The sites being promoted by these spam accounts may compromise the site in the long run.

I noticed that most of these accounts make posts within the first 20 minutes they're created.

Is there a way to add a "cooldown" before new accounts start posting? Or maybe "lock" the site and prevent new accounts from being made until these accounts have been banned?

A day or 12 hours, or even manual activation by moderators before they're allowed to post could work too.
